I want to advice that you set for GA's a minimum level because each one that gave one, not free, game is, at least, level 1.
It's a fact that 40% of the level 0 accounts have infractions for unactivated or multiple wins (= reselling wins and such stuff) + the ammount of used autojoiners are much more as in higher levels.

Special in your case mean level 0 accounts, often people that never spend money on steam and will, of course, then not buy your games.
So the advertising on level 0 bring you no advantage because of the higher entries number.
