Maybe it is a better way to delete this giveaway and re-create it for a german group.
There isn't a German only region, sadly.

Edit: The problem is that the winner can insist you give them a ROW key and mark the GA not received if you don't.

Only if the winner says ok. From the guidelines:
Region restricted gifts and keys are allowed for a select number of regions. If you have a gift or key for another region, it should not be posted at this time

Have you done so? I am not sure support will accept the reason, without consent of the winner.

For re-roll I had quick response times. Anything between 15 minutes and 12 hours usually. In very rare case longer than that.
