There actually is. Even in the first Pac there is an "ending" though just as you assumed, it's not intentional. The values available in the game had a max of 256, from 0-255, so when completing level 255 (not an easy task but totally doable due to some pixel perfect safe spots and straight up broken A.I.) the game doesn't know how to generate a new level and it breaks and eventually crashes. It's been dubbed the "kill screen" and is considered to be the "end credits" of Pac-Man as far as speed runs are concerned.
