Strange, I have this dlc but can still enter the giveaway. Maybe the reason is that in my CIS region these dlc's are not available for purchase, but keys can be activated, and Steam/steamgifts does not see them as available? Pay attention to this when you send the keys to the winner!
Thanks. Yeah someone else had the same thing happen with my Borderlands GA. I checked some past discussions and it sounds like it's possibly a flaw with the Steam API and Steamgifts not recognising already owned DLC.
