Steam regional gifting policy is so confusing...
The game will be sent through Steam Gift system. Winner will need to accept my friend request so I can directly send the game to you.
The region restriction is based on some tests in my friend list. If for some reason I cannot sent the game to you, please allow me to delete this giveaway.

Not confusing at all if you know what you're doing ;)
Here's a quick guide (or at least how i do it):
Go here, find the game you want to gift, select your currency and voila you got it. Your gift will only be sent to the countries in which the price of the game is +/-10% of your price, no more, no less, not even by a single percent.

Thanks, that is what I thought as well. Definitely the easiest way.
But I can also gift the game to Australia which is +14.59%, and to Norway which is -23.88% from Canadian dollar. I kinda want to know what the limitation of regional gifting now

You are able to send to ALL regions that have a CHEAPER price for the game.
Only to the regions with a higher price you must hold on the max. 10%
So it's possible to buy, as example, in the EU a game for 20€ and gift it to someone in Argentina that would pay only 30 cents if he would buy the game by themself in their regional steam store.
But for the argentinian one it wouldn't possible to send the same game to a winner in the EU because it was bought much cheaper.

Thanks. Makes sense. If the winner is from Australia, I can test it whether I can actually send the game to the winner. I do know for this game, I won't be able to send it to a region with +18% price difference

Really? I once had an issue where i couldn't send a game to someone even though it was way cheaper in some region, unless they chaned the system at some point

I am not sure if you only wrote it bad or if i have problems to read your sentence^^.
The person must be in a country where he could buy the game cheaper, that you could send it to him. Steam like to earn more :D
It have only something to do with the specific country not "cheaper in some other regions".
Don't forget that some countries block the one or other game, so maybe that was why you weren't able to send a game and not the price difference.
