If you have keys, you should open the store page, then you can see something like "XX friends already own this game" (right column)
or you can just go to their Steam profile, click on Games on the right side, and there use the search box to look for the base game's name. With public profiles you don't even need to add the person as friend.
Be sure to check the winner. I can enter this even though I don't own Risen 3

That's the case for almost all DLCs, because Steam doesn't make owned DLC publicly visible. So they are not registered when syncing your SG account.
