You have to activate every gift you win on the Steam account you used to enter the giveaway.

You can't give out a key you won here, either through your own giveaway or otherwise.

You're not supposed to enter a giveaway for a game you already own, or won previously.

At the moment you have broken the rules 3 times, winning the same game multiple times, not activating all your wins and finally regifting.
