I am sure i was but never won something so i can't show it to you.
The Whitelist have a bug and kick people, i reported that ~ 1 year ago to the support and they to cg. But i wasn't able to reproduce why that happens and wasn't able to say the support or cg a date when it happened exactly (but after 5 people disappeared from my WL and 2 of them i had daily contact, it was clear that something strange was happen).
A few weeks ago i had the same problem again with someone and i updated my ticket with the new infos because the other one and i were able to set a 2 month timeframe in that our WL disappeared without we both clicked on it.
The support and cg don't reacted on that infos, at least till now -i haven't big hopes that they react :o( -.

You have checked the game key and you did not have game by the time you won - are you sure you did not activate it and it didn't just glitch to you?

it's because majority of DLCs don't have unique app #s so SteamGifts is unable to effectively identify who has it and who doesn't. This DLC is an exception though and it has a unique code so anyone able to enter did not have it.

This doesn't really negate what I wrote. As I said in an earlier post - it happened to me once in the past that upon activation of product I was told "already activated" yet it was the very key I was inserting that did the trick.
Of course you will get the same message now. But prior to this giveaway, Steamgifts should have an access to your game library despite your profile being private in order to verify which game / giveaway you are eligible for and unlike from other DLCs, this Soundtrack has a unique appid therefore it would be impossible for you to enter if you already owned product.
Unless you activated it in the past couple days after your entry.
I'd recommend you to mark it as received and carry on :)
