He means if he is allowed to enter even if he has the base game already. Thewn he just gets all the extra dlc in the back but it's up to you as the creator to decide if you want it to go to someone that doesn't have any of the included items already or not.

As a heads up, even people who own this can still enter it.
I own Saints Row 3 Full Package and I am able to enter this - there is no point for me entering it since i already own the game + dlc.
