If you mean it says "for Beta Testing" when activating, that refers to how the key was generated, i.e. with a 'release state override', meaning the game is playable even before the game's Steam release, while for a normal key activation one can only play when it's also buyable.

Whether a key actually ceases to work after the end after some 'beta' is a matter unrelated to this.
