Because of user report you created.
Just mark giveaway as not received. Unless most of creator giveaways are not delivered there is no reason to write ticket.

The report was not just about my case. At the time I posted the report he had multiple active giveaways not delivered with little repercussion. It takes 5 seconds to click into his account and see this.
I know mods get a bad wrap around here at times but when you do things like this it seems warranted. If you aren't going to address a ticket correctly or even better at the time of the ticket then what is the point? You were better off just dismissing it. Thanks for nothing??????

4 out of 31 sent giveaways are not delivered as of now, which is well within limits. Sometime users immediately fail to deliver 3 gifts after they join the site, as they do not understand the rules. And we do grant them more slots, when they show they read rules and understand them.
We do not check giveaways that are active or before 7 days after GA ending, as both winner and creator have time to end gifting process. Sometimes it may even take weeks or months, if both creator and winner agrees on that. So user can have multiple ended giveaways with "awaiting feedback" status, and it's perfectly fine.
Same situation applies to potential regifts. Fact someone makes giveaway for game they won recently does not mean they regift it. They may have spare key for the same game somewhere, and decide to make giveaway for it after they win it here.
Users can also keep making giveaways, even when one of their previous giveaway ended with not received status. It's their choice if they want to try and address issue with invalid key or not. It may not be most elegant and nice approach, to ignore winner of your giveaway, but it's not against the rules. That's why we do not suspend users just because they ignore winner or creator.
If you think that user acts in an unpleasant way you can add them to blacklist. To prevent them from entering your giveaways, and to not enter in their giveaways and not need to interact with them in the future.
In general we focus to keep up with request new winner, delete, request received feedback and unsuspend tickets. Others are addressed when support members have time. With 3 thousands tickets created per month, and handful of support members with time (not all support members have time right now to moderate community, so number of active members is lower than what you can see on /support /moderator member lists) it's not possible to answer all tickets immediately.
if you think I addressed ticket incorrectly you can write ticket in other category and ask other support member to review it.
