Add them as a friend on Steam, then go to the store page of any episode you want to check, then scroll down.
On the right side there'll be a "[n] friends want this game / [m] friends already own this game:" section.
Just click on the [m] friends, and it'll take you to a page listing anyone on your friends list who owns the content in question; Thus allowing you to check the ownership of any DLC [that is actually listed on the Store], regardless of the state of the base game.
