The game is banned in Germany. Advertising is prohibited; the Steam Store page would be considered advertising, hence it cannot be accessed from Germany.
Why you can't activate a key that you happen to have is beyind me.
While the game might not be available for purchase on the Steam store for German accounts, it's still possible to have someone gift it to you who can buy it through Steam (that's what I did, a friend from the US gifted me the game through Steam), so I'm pretty sure it's also possible to activate keys. So technically, it's not exactly banned in Germany, the only reason we can't buy it through Steam directly is that Valve has nothing in place to guarantee that whoever buys the game is 18+. :)

By the way, you can remove your version of the game from your account, and then you should be able to activate this version. If I remember correctly, you can do that from Steam Support > Games and Applications > Dying Light > and choose: "I want to permanently remove this game from my account". Although this is not really permanent, you can undo it later by repeating these steps but choosing: "Is not in my library" and then select "Restore previously removed package to my account", if you still can't activate the Definitive Edition...
Never heard such behavior before. Definitive ed is a different package than Standard or Enhanced thus it can be activated. So even if you have definitive you can activate enhanced.even though it contains less apps. I have a few games where i have more than one packages activated for and often did with same or less content later (yeah I'm stupid). Why Dying light would act differently? I'm talking against myself but you should try to activate it for yourself again and if it still not works submit a ticket. because it means the Steam store Definitive ed is flawed too.
If there's a misconfiguration where Steam thinks you own all the content from a pack, it'll block it out, but it's a very rare behavior and I'm not seeing obvious misconfigurations at a glance. It's definitely more likely the OP does in fact own all the content.
If you delete your standard edition from your Steam account (although it’s not actually permanent), you can then reactivate the game using your new key, and it will be "upgraded" to the definitive edition. I’ve done this before.

The natural thing to do would be to check the base game's store page and the DLCs listed there, as that page not only typically lists all DLCs but tallies up the number of DLCs for you automatically when they're listed, making for easy reference for the game's total number of DLCs.
That page lists 35 DLCs, of which three are upgrade/season pass packs and 11 are Free. If you've gotten the DLCs individually or through the definitive edition, you'll easily be able to see which remaining DLC (35 - 3 upgrades - 31 owned = 1) is missing, thanks to ownership highlighting.
If you've gotten the DLCs through the season pass, you'll have two DLCs that are missing. First thing to do is to check against the Free DLCs listed on the store page, especially as those will still show ownership highlighting regardless, making for a quick confirmation.
After that, your best bet is probably to go into the game's page in your library and click the DLC management link through its library page, and compare the DLCs one-by-one until you figure out which one is missing.
That said, the Definitive Upgrade lists 23 items, of which 2 are free. Removing those from the 23, we get 21. Add in the 11+3 Free/upgrade content from the DLCs, and we get the proper total of 35.
As such, there shouldn't be any missing paid content if you got your DLCs from the definitive edition, definitive edition bundle, or definitive edition upgrade DLC, and if you got it through season pass and the two missing DLCs aren't among the Free DLCs, it's a matter of checking if the Season Pass is missing any content.
The Enhanced Edition includes the season pass but apparently doesn't include Harran Ranger, Gun Psycho, Volatile Hunter, or Hellraid. As such, we can conclude none of those are in the Season Pass. Unfortunately, once we add in the Upgrade packs, that seemingly perfect match to 4 missing DLCs goes up to 5-6 (ie, up to more than what you're missing), meaning it's probably not a matter of you just having the Enhanced Edition and needing an upgrade.
Given that incongruity, it seems likliest you're just missing some Free DLCs, and not any paid content, or that you're missing just a few of the specific post-Season Pass DLCs just listed.
TL;DR version: Check that you own Harran Ranger, Gun Psycho, Volatile Hunter, and Hellraid (which, along with The Following, are all content that were added post Season Pass) and all free content, and when trying to calculate the number of DLCs you're missing note that the total content for the game is 21 paid DLCs + 11 Free DLCs + 3 upgrade/season pack DLCs.

Note that the Season Pass does not include all content.
The Enhanced Edition includes the Season Pass and The Following expansion, suggesting the Following is not included in the Season Pass.
Similarly, the Definitive Edition further adds the Hellraid expansion, as well as the Harran Ranger, Gun Psycho, and Volatile Hunter packs.
