took one of the keys and told the other guy i won the game before his giveaway ended. He understood and made a re-roll

Somewhat relevant was a situation I was banned for. Doesn't bother me that I was banned, just kind of a screwed up situation.
First game I won was DoD:S, was a non-delivery. Months pass and I actually win DoD:S. Over a year passes and the person who didn't deliver the first win adds me on Steam offering to give me a copy if I would change the giveaway to received. I of course oblige; I think what he did was pretty admirable, even if it was just to have a clean record on this site.
So yeah, I either get banned for 5 days or punish the raffler who is willing to deliver by keeping hist gift marked "not received". Rock and a hard place.
Do I think I should have been banned? No. Do I acknowledge that this was a very unique situation and accept the ban? Yes.
tl;dr, who cares? it's only 5 days

Probably, it was a pretty bizarre situation and it caught me off guard. Happened out of nowhere over a year after the giveaway ended. In the unlikely event it happened again I would handle it better.
The mod in my appeal told me I should have not accepted the gift and left it as not received, so I'm not sure you can even reroll a giveaway that old.

So I bought humble bundle 6 (I think) but forgot I entered in some giveaways for it.
The guy comes along and gives me the key for them but I said no, I already bought it.
He insisted and told me to make giveaways for it instead.
I still said no and then we parted.

I was wondering if it isn't a bit harsh to ban somebody for 4 days because they accidently won the same game/DLC twice. My bf singed up for all the smaugs treasure DLC's (As did I) because we wanted it. He won it, by accident, twice. Both givers had send him the codes as well already. He didn't want too but the RNG gods decided that because just about 50 ppl signed up for those, he needed two. Since regifting is illegal he gave me the second one. Result: he got banned for 4 days.
Can anybody explain to me what he should have done? This sounds a bit harsh to me. It's not that he was delibratly cheating.
