As soon as I won a game. I removed my entry to all the other similar titles. If it was sent prior to that I would have instantly contacted one of the people that gave away the item and asked them to reroll as I explained the situation. Odds are this would have avoided the issue entirely. I have a feeling he tried to keep one for his girl which caused him to receive the punishment.

What you did are good ideas, but even if you manage to win two of the same game at the exact same time, and they both send you the key at the exact same time, you're still FINE... unless you mark both as received. Proper course of action to take is to activate ONE, email/message the other giveaway creator and tell them what happened, and say they should ask support for a reroll. The ONLY way you get in trouble is by marking both giveaways as received and taking both keys... like what happened to the OP's boyfriend.

He cheated the system by accepting a copy of a game he already owned, then regifting the extra copy.
The rule against regifting is to prevent exactly what happened here. You both entered, doubling your chances of at least one of you getting a copy, intending to regift any duplicates.
His ban was justified.
I would make good with the community by creating my own giveaway for Smaug's Treasure DLC with a giftable copy, but nothing is forcing you to do so.

I won two games I already had.
One of them was from a bundle that I decided was worth buying, and I missed one of the entries that I had when I removed what I thought were all entries for that game.
The other one was some DLC that Steam didn't say I owned unless I tried to add the giftable copy I was sent.
Both times, I asked for and obtained a re-roll without penalty.
Those were my most recent two wins.
It would seem that the RNG Gods have a sense of humor.

If the new winner says the key works, I don't see the problem.
If the new winner says the key doesn't work, either he's lying or the original winner used it and claimed he didn't. Either way, I'd ask the original winner to make good on the gift. I do not believe the gifter needs to do this, however, and should still be allowed to report to Steam Gifts staff for breaking the rules here.
The person who accidentally won a game they already owned is at fault, so it's up to them to make good on the gift for the real winner, but only if the gifter wants to give him a chance.

The problem with the idea that the first winner has to "make good" on the gift if the key doesn't work is that the key itself might have had some sort of problem. You can't assume the first winner stole it unless you can prove it. And you can't prove it.

It's probably too taxing on the back end databases but this could be fixed server side by SteamGifts, just auto remove you from any open giveaways for the same game when you win, kinda surprised it doesn't already.

An automated removal would be great, but not after winning, because one of them might be fake and I like to have controll over wich one I keep and wich I´d like to be rerolled (for example when one was public and one was a privat or group-giveaway). But a simple deletion of all open GA-Entries after marking a game as received would be very nice.. I usually do this by hand, but would love an automation ^^
Or even better: A "Remove all entries from owned Games"-Button.. that would also take care of the same issue when you bought a new game or bundle (after sync of course).

The suspension is fair. He broke the rules. But at the end of the day he got an extra key to give to you and all it cost was a brief suspension. Just take it as a profitable learning experience and be happy.

This is actually an idea I really like. Not as harsh as you propose.
Over a month suspension pretty much equals a ban, you will probably never see that person again. If it is comment related for example that would be too harsh in my opinion, and probably also even if is for regifting and stuff.

You mean a 4 day suspension for accepting two copies of the same item. Winning two giveaways of the same item isn't against the rules, but accepting both copies is.
If you accidentally win two giveaways of the same item, you are supposed to ask one of the givers to request a re-roll so someone else who entered can have a fair shot at it.

Almost, the 'immediately' was too much :P Winners have 7 days to activate it after the GA ends (and if he gets it on day 6 he only has 1 day by that rule lol).
The submitter and winner(s) of the giveaway have seven (7) days to complete the gifting process. This includes the activation of the gift on the Steam account of the winner.

I was wondering if it isn't a bit harsh to ban somebody for 4 days because they accidently won the same game/DLC twice. My bf singed up for all the smaugs treasure DLC's (As did I) because we wanted it. He won it, by accident, twice. Both givers had send him the codes as well already. He didn't want too but the RNG gods decided that because just about 50 ppl signed up for those, he needed two. Since regifting is illegal he gave me the second one. Result: he got banned for 4 days.
Can anybody explain to me what he should have done? This sounds a bit harsh to me. It's not that he was delibratly cheating.
