No need to be passive aggressive about this. You do have options to resolve this.
Just send the user an email or post a comment on their Steam profile that they need to mark the GA as received, because it is quite possible they either didn't know (depending on how long they've been on SG) or just simply forgot to.
Additionally, the FAQ states:
The winner has redeemed my gift, but not marked it "Received". How do I proceed?
If your gift has been activated or redeemed by the winner, and they have not left feedback after one week, please create a support
ticket to request received feedback. A support member will review your ticket, and if the gift is activated on the winner's Steam
account, they will update the feedback to "Received".

Such users are one of the reasons why i don't make GA's under level 3.
It's annoying to run behind someone that he please take his win and please mark it then.
Oh and before you forget, you need to screenshot that you contacted him at sg/email, because the support needs that too as proof how hard you tried to give him his win yes, i am a bit salty today (i have 2 such winners too... with level 3 -_-)

they have 7 days to mark the game and some people will wait until the last minute even if they add the game on the first day, i blacklist those people

I investigated all of my GA entry participants with Lv1 restrictions over a month.
I can say that I think that more than half of Lv1 are contaminated.
If you do Lv restriction, you may be worried if it is not at least Lv2 or higher.( 'Θ`)
The maximum number of blacklists that can be registered is 1000, which was insufficient for me.

Winner has 7 days to activate and confirm their wins, so there is no need to contact them earlier. Unless you decided to send game via e-mail or Steam chat.
I am writing this post and I don't know guys, I know I have to wait 7 days and then contact support, but this guy(bot?) is a fucking moron, and he is not going to do what I told him. So...
No reason to call users names just because you think user is "too slow". They do not need to mark giveaway as received immediately after they activate it. Most of the users do it. But it's not required.
Winner marked giveaway as received, so there is no reason for support to take action. And "outing" one winner because they did not mark giveaway as received immediately is not needed. So I will close this thread. Do not create threads like this in the future, in case of problems with giveaway - write ticket to support.

So, I gave away this copy of Pixel Piracy three days ago and a Level 0 user won. I sent the key inmediately and that's it. I saw the winner did not mark the key as received despite an eye showing he has seen the key and that he is online. After 3 or 4 hours, I see he remains online and on his steam too, without having marked his key as received. He has the game on his steam account, so I'm pretty sure he activated it.
I believe in this being a simple forgetting on his part so I write a extremely polite comment on his profile to remind him to mark the key he has won as Received and I send him a friend request. I leave it like that and I go to sleep.
Next day, two days ago~~
After coming home, I check if he did what I told him. Nope. Is he online? Yeah, and he had joined quite a few giveaways since yesterday. He has a profile photo of himself and I am starting to hate him. I curse him silently in front of my monitor and I go play some Bards Tale IV.
Yesterday~
He keeps being stubborn. I don't know, if he has bad faith or that he cannot undestand human language at all. Could be. "That profile photo is probably fake"- I deduct. I am getting upset over a bot?
Today
I am writing this post and I don't know guys, I know I have to wait 7 days and then contact support, but this guy(bot?) is a fucking moron, and he is not going to do what I told him. So...
