Here are a few things you can do online:

Browser games are usually shit. Only one I know is really worthwhile is Quake-live, but it requires downloading a plug-in. However, there's always Netflix and Hulu. But...why can't you download anything? I mean, anything you download can be deleted afterwards, so what's the big effing deal? If it's about logistics, for example Internet connection being so slow you can't really download anything, then I'm sorry to say you won't be able to do much of anything. Because even the loading of the browser pages will be a painstakingly slow chore.
