Why is steam so slow at giving UK people pre-orders?

I see many people with far cry 3 pre-orders and same with bioshock infinite.

Why does UK have to suffer the wait?

That is because of the UK Retailers that make massive pressure in the market against digital games/market.

The petition would also allow people from the UK to buy games from the EU store. So it would solve the problem.
