Sorry, but I disagree with you. I think if contributor giveaways encourage others to give more to be eligible, that's a good thing.
If you don't like the exploited/bundle giveaways, then simply set all your giveaways to $30.01 or more so it only people who have given at least one "real" game is eligible.

It would be actually interesting to see what is the average contribution and what are the percentages for some certain levels.
I find it a bit tiring how many still try to get higher contribution just to get into few giveaways. One needs contribution of hundreds before it starts popping up giveaways with only dozens entries and they are not that common anyway. As wbarton stated, it is easier just to buy the games you want at that point.

idk about you, but most of my wins are contributor wins...

I dunno, it felt good to reach my $100 milestone for contributions. I, of course, have given away more than I`ve won, but it still feels nice to raise that value and enter more 'exclusive' giveaway.

Edited with clicky for people who don't yet know what slow clap means.

I wish people would stop whining about this. If people are giving away games, they're giving away games. Just because someone's contributor value was purchased at a 75%+ discount doesn't mean they didn't contribute.
And yet just about everyone on this site seems to have this infinite boiling rage for anyone who's ever given away a game they didn't have to pay for, or was in a bundle, or was Railworks, or...
le sigh

pssssshhh the bad man doesn't mean it like that my precious value pats value on the head
also I've told this others many times myself, because we had no value back in the day and there still have been giveaways by "contributors" and even without the "90% off, MUST BUY FOR VALUE" and you still had the same chances as today.
p.s. : congrats to becoming one of those evil supports D:

My value isn't measured in the amount of $'s I've given away!
It's measured in wings and pixie dust.

Contributor giveaways are something that was instituted to give people the option of rewarding people who were already contributing to the SteamGifts community in the first place. They were not intended to be something that would cause people to try and abuse the system by inflating their contribution value. That's why measures were taken and continue to be taken to prevent the worst forms of this abuse. Most of you probably already know all this.
What really makes no sense, though, is how people are still trying, and how much so many people obsess over their precious 'value.' Honestly, if you're just trying to get your value up to enter contributor giveaways, leave. Just stop. Grab your things and go. This is not the place for you. Contributor giveaways aren't even that exclusive unless you get a ridiculously high value. You're better off just saving your money and buying the games you want if you're only trying to raise your value for selfish reasons.
tl;dr: Stop wasting your time and money worrying about your value. If you think it's a good investment, you're an idiot.
Edit: For those of you who don't understand the reasons behind this post, it's mostly in response to how many people I see whining about issues with their contributor value who obviously would never make giveaways at all except to try and raise it. As stated previously, take it somewhere else. This is not an investment or a trade-off. Stop expecting to get something in return for your contributions, warm fuzzies aside.
Second edit: Really guys? Only 11 entries? I just italicized the link letters in my post. I wouldn't even call this a puzzle. You should be able to spot these by now. SteamGifts, I am disappoint.
