Should VAC banned accounts be able to join the site?
He created giveaways for certain games and ended up gifting beta passes or free games. He did it several times, which makes me think he understood both the system and the rules, but just didn't care.

His VAC ban has nothing to do with giveaways here.
I think about 40% of his giveaways were misleading
Actually, less than 25%, and they were from games given away in mass giveaways and bundles, so he may have received bad keys for those games, and was unable to replace them.
Not to mention that the guy was a douchebag. He stalked me the whole week, asking "where's my key?".
Asking one time, in the giveaway in question, doesn't exactly qualify as "stalking." You're making this out to be a lot worse than it really is.
Edit: If you really believe this user has broken the rules somehow, the proper thing to do would be to report him to support and let them handle it. Posting about him on the forums (since it's terribly easy to determine which giveaway it was) is a no-no, and you could end up in trouble rather than him.

He went to my steam profile, I had to delete his comments. And this situation was so frustrating, I had to get it out of my chest. The forum felt like a good place to do so.

The giant penis was posted by a close friend of mine as an internal joke. There's no reason to keep spam there.

This is a non-issue. You do very few giveaways, and half of them are region-restricted anyway...
As others have mentioned, use sgtools.
Not to mention, "COMMIE" and having a giant dick on your profile comments is just asking for stupid comments.
(You've probably been added to a bunch blacklists just by having this thread)

It depends, a friend of mine got VAC Banned cause he use to make skins on TF2 but when TF2 released official skins he was banned cause he still had the ones he had made

Reading your post, it almost seems like your intent is to talk about that one user rather than making a suggestion. If you want to make this suggestion it's fine, but we don't want a witch hunt and with the way this is presented now, it could become one.

I recently had a problem with a completely dishonest user winning one of my giveaways. I've requested a new winner but I was near the one week deadline to send him the game, so I had to do it anyways. I think about 40% of his giveaways were misleading and when I visited his Steam profile, I've noticed he had been VAC banned. Not to mention that the guy was a douchebag. He stalked me the whole week, asking "where's my key?".
The point I'm trying to make through this very broken english is: It shouldn't come as a surprise that a cheater creates misleading giveaways and tries to take advantage of the system and the community. That being said, should people who've been VAC banned be able join the site?
I know I can (and should) blacklist people like this, but wouldn't it be easier if he wasn't here winning giveaways in the first place?
