Not necessarily. I remember a few games that in the U.S. or Europe were on sale 90% or less, but in Russia were off more than 95% compared to the prices in euros. For example Payday the heist (maybe also Orion: Dino Horde)

Regional discrepancies often make the discount over 95%. As Sisyphus17 says above, it will only be added to the bundle list if also heavily exploited. In all instances of the games that fulfilled this criteria, there were people giving away 10+ copies.

Just a very little OFF-question, but still relevant:
If a game will get on a bundle list, how long will it stay there? Not like I have hundreds of bundles and waiting to sell them and take over steamgifts (well, maybe...a little), but this question bugs me for a while. Like... given enough time every game will be bundle-listed? :D

I just wanted to know, if the high discounted games will get on the Bundle List.
If yes, are there even games which are not bundled after the sale and should i do some giveaways before i loose the CV for them? ^^
Thanks for your help.
