CS:GO isn't a particularly demanding game. I believe it should run fine even on integrated graphics. Just get any modern laptop with an i5+ processor should do it.
To be on the safe side you could enter the specs into this before purchase: http://www.game-debate.com/can-I-run/?EA
It's not a 100% but it will give a bit of solace.
If you want something with (semi-decent, that is to say better than integrated) dedicated graphics for cheap, you are looking at around 800$. For example Lenovo y40-80

Its hard to trust those "can it run" type of sites because a lot of the time they don't exactly work. For example, my laptop can perfectly run (at least I think perfectly?) games like Splinter Cell Blacklist and Dragon Ball Xenoverse. Of course I understand how it works so I'm not against it or anything

I agree with your sentiment. As I mentioned you cant go a 100% off that. But it's worth the time to double check, imo.

Any laptop with a GTX 950 or above (960-970 etc). I suggest Dell Inspiron 7559,it's the best budget gaming laptop available at the moment.

970M is far from cheap though.
960M perhaps.
The Dell is certainly pretty decent though, at 750$.

You don't really need a gaming laptop just for CS:GO. If he wants to play other games, it's a good idea to get one (actually if he has the budget, it's a good idea regardless), but if CS:GO is the only thing he wants and has a tight budget, he could go for something a bit less powerfull (I got a 450 euro laptop that can run it pretty well).

Most probably can at the lowest settings. I can run it on my 2008 macbook air at 30 fps

Not a bad low end gaming laptop for the money, not the best, but not horrible.
