Every giveaway from steamgifts.com has to be from Steam and registered in steam. There's many reasons, but the main reason is to keep everyone honest and cut down on scammers.
If someone else checks his Steam account and see that he doesn't have Eve registered, he would be considered breaking the rules and may have his steamgifts account disabled, or blocked from giveaways via steamtools, or have any other wins rerolled.

Ok i would do Eve Online Give Away but i would not do it by Steam gift/key. I would invite him to Eve directly so he gets a 21 Day trial and i would give him 30 day free time so he would get 51 Day instead of 30 with the Starter Pack in Steam.
Another Point would be that with having your Eve account bound to steam has a few disadvantages like not able to trade chars.
