Row = can be activated anywhere (expluding special restrictions). A gift restricted to some countries usually costs less to purchase and holds less value for people outside of those countries. I guess a gift is often more expensive that a key because you can keep it, gift it, resell it without worrying it might be used already.

Just my 2c, but I would suggest making your inventory public in case you want to trade gifts, specially since you have no reputation. This way people will be able to check that you indeed have the item in question, if it's locked or not and if it's a restricted or row.

Bought mine some months ago for like 4 TF2 keys, it was ROW. I think you'll have to wait for sales.

Looks that u don't really understand a thing here, a? :) Trade your game for 5-7 keys will be a good deal but you might consider to make a little more visible profile to gain some trust. Here on SG 0 point and your steam inventory private.

-edit- yes you should not ask for rep for anything besides a successful trade, the argument that you didn't know is even worse since it just indicates that you're not only too lazy too look up skyrim's average price but also can't be bothered to read the rules before trying to trade.
