wait for 7 days (aka 1 week) and try to contact the winner in this time. if you can't get in touch with him and/or he does not mark the gift as received, write a support ticket and explain your situation.

From experience, some [insert insult here] users don't give their real email address when they sign up and thus don't receive your email. Adding them on Steam is the best way to go in these cases...

That sucks. I can relate. I had one who never responded no matter how many emails and don't appear on steam on a whole month. When he did, he ignored me. I ended up rerolling the giveaway and then that person had the nerve to mark it unreceived weeks later. Took a while but finally settled with support. I ended up adding winners from then on.
