I tried this game when it released on Google Play, and it turned out that I don't care for Pokemon Go because it's just a buggy, unfinished game.

It's not that it's buggy, it's just too popular, and the servers can't keep up. Though they are adding an incredible amount of features to it over the next few months.
Sadly, I find it boring for now, my area is nothing but pidgeys, rattata, caterpie, weedle, and pinsir, really shocked when I see anything different once or twice a week, hopefully gets better when the gen two pokemon get put in.

I know you've said that you have a Google Play card, but, on Humble Bundle there are mobile game bundles, and you might get an idea of what to get on the GP Store. I haven't personally tried The Banner Saga but looks really good, of what i've seen on Steam. There is also This war of mine for Android aswell.

Weren't emulators considered something that was frowned upon and/or illegal? Yeah, it's become perfectly clear that I'm not capable of being a lawyer anytime soon if I can't even remember that.
Also, it'll take me some time to figure out how to set up the games I want to emulate on any given emulator, so...

It depends on country and local law, but emulators alone are not illegal, same as torrents or torrent clients. It depends if you're playing games you obtained illegally, or games you actually copied from original medium in binary form - in this case, you're mostly eligible to play them legally, as you should be entitled to make a local copy of the data you paid for, but that too depends on local law, so I really can't make a suggestion here.

You can't do that legally - you should have original discs or other medium you obtained legally, and then you should make local copy for your own use that can be run with an emulator. Anything apart from that is 100% illegal, and even what I mentioned can be illegal in some countries. You'd have more luck doing a search for that, as I simply don't know.

It would be illegal as you no longer own the original. If you still had the cartridge then it would be legal as you would still own the licence to the game. Though I have heard whispers of attempts by some in the industry to outlaw playing any commercial game using anything but the disc or cartridge supplied by the manufacturer. Personally, I think that even if that is or becomes the law it would never be unethical to play a game you own legitimately through emulation - after all, you bought the right to play the game and never transferred it to another person.
Of course, what is often forgotten is that there are homebrew roms for various consoles and handhelds as well as a very large number of public domain games on computers that are perfectly legal to emulate anywhere. There are also some games that were once sold but are now free to copy and play thanks to the generosity of the authors in giving permission to the community.
Or you can use them for programming and development. There is so much to do. See me, I've been messing about with emulators of one sort or another since the 1980s and as far as I'm concerned they're still as magic as ever.

So then, in my case, the only games I could legally emulate would be the old X360 games I still have, a few 3DS games (And Megaman Zero Collection), and whatever else I already have on steam.

The only mobile game I've bothered to play more than a week is Puzzle and Dragons (been playing it for years, actually). Which is a free game, so that probably doesn't help unless you get hooked by the microtransactions, but its actually a game thats completely playable without them (its mostly for the impatient).

I usually play Idolm@ster Cinderella Girls Starlight Stage, Love Live School Idol Festival, Fate/Grand Order and Granblue Fantasy. Most of the Dragon Quest Ports are also great, mostly because they have the party dialogue, which the DS versions didn't have.

I will consider getting Love Live because it's free, currently can't find Idolmaster, Granblue Fantasy, or Fate/Grand Order on the Play store, and Dragon Quest VI - VII are the most expensive apps I've seen on any mobile device in a while. That's typical for Square-Enix, it seems.

I recall getting a $25 Google Play card last Christmas. However, fast forwarding to today, I still haven't found anything worthwhile on the Google Play store. So, is there anything good on the Google Play store? Or is it all microtransactions-riddled garbage?
To elaborate a little more on this, I generally don't care for the average F2P game that includes microtransactions as means of progression or sports games in general. I'm just looking for fun games I can play whenever I'm not on steam.
