I think a randomiser might work? You mention it will be between 4000 and 5000 badges? So maybe just randomise between that then, and the randomised value is the amount of badges you will actually craft? Then people will have to guess what level you will be. The few closest ones get to enter a whitelist or private only gib? Or like you said, a wishlist game.
That way you wouldn't be able to favor one person over another.

I don't know the level XP ranges all that well, but 4000-5000 sale badges ... wouldn't that only add something between 30-50 levels? That doesn't seem like a wide range for guessing. Unless you mean the sale badge level and not steam level?
