What I'd like to give is a region-free Steam key for Lead & Gold. Is there anything I need to do differently when giving out a key, aside from mentioning that is what it is in the description?

Lead and Gold keys are not accepted on Steam. Please take a look here. Either get a gift or cancel the giveaway by contacting support. Or does your key say it is Steam redeemable? Because usually if it's not on the list it's not.

The other key it came with I redeemed through Steam, so it is. The package states Steam is needed to play it. There's lots of games not on that list that should be.
