Else it depends on the maker of the giveaway. You can always talk to him after you win and tell him that he can re-roll if he wants.

If you mean HiB bundles, you won't get extra copies after you activate the key (as far as I know). Just the ones that you don't have will be added to your library.

You're not allowed to give away spare keys from any bundle(eg. IndieGala) to others if you win it here. It's against the rules of the site to give away what you won

Before entering, it's recommended to ask the creator of the giveaway if its ok to enter in the comments. Also, you don't get extra copies of most games.

TL;DR

  1. Ask the gift giver

  2. You only get extras if its one of these or a special promo like the potato sack

Most bundles offer separate keys, so that's not a problem. HIB is an exception, not the rule.

I think that it's reasonable to enter and give others these keys, it's just not allowed to give them via Steam Gifts.

I'm guessing the rule is in place to prevent large groups of friends from all entering certain giveaways for the sake of one member of the group. Say Person A really wants Skyrim, and he has 25 really nice friends, so now Persons B-Z are also entered into the giveaway, and if any of them win, they will give the game to Person A. This gives Person A a considerable advantage over everyone else.

Obviously, in your case, there would be no real wrongdoing going on, but if it is allowed, then they would have to allow the above scheme as well, since there would be no way to prove what was happening.

You might be an awesome whittler on your way to an overseas whittling convention, but even if your intentions are pure, they aren't going to let you take your knife on an airplane.
