Is trading Steam games for PayPal, or similar, Risky? Does it result in Seam Trade Restrictions?
he means a different thing, Steam can do something against you if you sell Steam gifts for Paypal, because it's against Steam ToS, I heard some people got banned or had their accounts restricted, but is a very rare case, and if happens to someone who massively sells, there is tons of resellers anyways, specially on grey market stores.

Yeah I know it, but I assume he wants to trade his games for PayPal money, I don't see anything risky with Steam even if it's against their rules, I can't see how they will have any problem with you , it's risky the people you trade with, not Steam. But don't forget this, don't trade with anyone, check his reputation on Steam Gifts, Steam Rep, etc first and try to trade with people who have verified PayPal accounts.

Revoked games, pp chargebacks, running instead of going second, steam support thinks you're a scammer's alt/associate since they see you got games for nothing in return on steam et cetera, et cetera...
