Yeah seems like it. There is a game for anything these days i guess on steam, nothing is too weird.

That doesn't actually mean anything. It's just because the Mac version is officially developed and published by Aspyr and the Windows version by Frontier themselves. Resellers sometimes treat them as different entities, because the two publishers might decide to have sales at different times and with different discounts. The keys are the same though, you always get the full game or DLC on Steam.

There is no package on Steam that only has Mac files. In fact in this case there is only one sub you can and will get with a key bought from Germany, and that is the store sub.

Same goes for example for Call of Duty: Black Ops III, Civilization V & VI, Mafia 3, Borderlands 2 and others, where development and publishing is split between Aspyr and 2k, or Aspyr and Gearbox for Homeworld Remastered Collection, or Aspyr and EA for SimCity 4 Deluxe Edition:

I find the term "entitlement" ambiguous. Let's say you own the base game and now buy the subscription for one month and then cancel it again. Does it mean you can play the DLC with your own base game forever or only whenever you subscribe again, so only during the subscription?
