Game not activated by GA winner

Ended 20 hrs ago,guy is online on Steam and SG,wrote a message on his profile,sent friend requests,but no response.
It was HB Link,he has not activated it in his account ,is there a way to check if he regifted it?
Should i ask for a reroll?
