First of all - my english is creepy as hell, so dont blame me.
Idea: anyone can create giveaway. I mean, even w/o registration. But, before this giveaway will be added on site, moderator (or sort of) need to check this giveaway (no hl2dm/dark messiah multiplayer and other stuff like that). If gift is fine and was received by winner - crowd (i mean guys who already registered) can vote for sending invite to giveaway creator.
Well, i c 2 pros: lot of good giveaways and much higher percent of givers in future.

That would mean that one has to pay to get on this site. It does not quite fit into the spirit of it, but otherwise, not too bad of an idea.

Have to agree that it doesn't fit into the spirit of the site. It could also lead to people who join the site feeling that they 'deserve' to win something purely because they had to give something away to join.

The invite system needs to be ammended but it is very difficult given the spirit of the site.

As it stands anybody can create an invite by saving 50 points.

Possibly I would think it should require more points...

or that only those who create a succussful giveaway can invite (one per giveaway), this way you know that the person is less likely to invite a black sheep into the crowd because it would mean loss of respect. It would also ensure that there would be a steady controlled flow of newbies to the site instead of random stampedes and it would lower the percentage of people joining for devious reasons.

I don't know about his invite idea there, but I think the other one might be useful.

If giveaways created by users who haven't done a successful one before would be put on a pool to be checked by moderators before appearing on the site, we can avoid vast majority of the fakes, errors and all the problems following them.

Though implementing this would require changing how the "Giveaway Date Range" setting works on the create a giveaway page into something like choosing the starting time and duration, with first timers unable to chose the starting time, only once for their first giveaway. Which would be immediately after it is checked.

Some may argue that this wold put too much power into the mods hands, that they can manipulate the starting and ending times this way, but that would be a discussion for another day.

adding a value will only make people think they are buying membership so they won't ever gift anything ever again unlike the few people who actually gift something after they win something

Okay, reworked: vote pool for every giveaway. Giver receive invite if "yes" is around 90%. So, invite have bigger price, giver can invite some good guys, not like another one thread on random forum "STEAMGIFT INVITES FOR +CARMA".

First step: moderation of giveaways. Shit like hl2dm will not be allowed to giveaways
Second step: vote pool after giveaway. After 100 votes, if more than 90% was "yes", giver receive an invite.
