Yes Witcher 2 RU can only Be Activated in Russia..

it's not limited

It's region free. I had traded for a RU version on steam and was able to activate it fine and it was 100% in english.

as i know witcher 2 is region restricted, I activated a key from Russia and I needed russian vpn for that

gety a free russian VPn, activate it with it and problejm solved. Steam doesn't really give a fuck if it's activated by VPN, altough they say it's not ok .

So, I probably just will repeat what people said but, I personally bought the Russian Witcher 2 Key, and yes it is region free,I didn't have any problem with activating and playing (I mean starting the game, I have too wesk PC to actually play it :(), since I used Polish language which is not available on steam(oh now it is available :P) I don't know if you Can change the Language "in game" but You can download the language pack from here official witcher support (question #30)

First of all, there's no censorship in russian version. But there's really no way of knowing if it will work.
Here's the thing. The Witcher 2 (RU) purchased from Steam store was initially region free. Retail keys were also region free. But after 27.03.2012 Steam store version got restricted to Russia & CIS only. I don't know if the same happened to retail.
Since your friend obviously bought a retail key, he should be very careful.

Last year i bought from Russia seller for friend of mine over 10+ copy, It's not restricted and Eng on steam.

Russian Witcher 2 CD keys are region free and uncensored.
