Niffelheim seems pretty decent, is currently 66% off at 5.70€, and is an unbundled game. That might be interesting for a giveaway.
Song of the Deep looks good too, is a little bit less expensive, 75% off at 3.74€, but it's a bundled game.
Salt is an unbundled game, 3.34€. I'm not interested by this game, but it's multiplayer and open world exploration, people like this usually.
Castlevania Lords of Shadow will likely be region-restricted and is cheap anyway, so...

I don't see anything else really appealing among the discounted games.

The only game that is on my wishlist that is currently discounted is Agatha Knife. I don't know how to view the price in another region, but a direct conversion would be 5.34€

No, it is $5.99 in the US. I just used google to do a currency conversion, but it looks like they are keeping the price the same for different currencies.

What you gain in currency rates you lose in taxes added on top in EU, which explains why $1=1€.

It's been available for less but it's still well worth the 4,99€ + 0,42€ back to the wallet imo. At the very least it's quite a fun game and not just a +1.

Honestly, I don't know about those region restrictions. Sometimes the info on HB's site differs from the actual key restrictions, if any. You could check steamdb for additional details if needed. Most likely there is a RU+CIS version dedicated for the specified countries and a ROW version for the rest.
Anyway, the game is a good one and well worth playing.

I mean generally, are the region restrictions visible when buying a game or only after you bought it and are trying to make a gift link for it. I guess getting the ROW key from it should make it work everywhere.

I've not used GG deals much but surprising the results are so different (many more matches on ITAD).

From those, Niffelheim. Depth, or 2 of something cheaper like Soul Searching (gets my vote).

gg.deals has a default filter on the deal search: "Deal-Rating: 5-10", so that you only get the best deals according the their system.
If you remove that filter or lower the rating treshold, you will get a lot more games :)
