That's correct. Actual exchange rate for 10$ is 8.97 Euro. That doesn't mean it's the best offer for New Zealand though.

You can regionhop between Gamesplanet regions with the same account. I've bought from US, UK, and FR when one region had a better price.
(Never used DE because of how German keys can be regionally censored, and I don't want to risk it.)
Edit: US is $9.99, UK is 9.99 Euro, DE/FR is 12.50 Euro. Heh.
