Can you transfer games from another account?

So my sisters account is hardly used because she just uses mine but has one game I don't have which is State of Decay and its DLC. Has anyone had experience asking Steam to do this?

There is no way to transfer games to another account. Just use family share or find a cheap copy of the game.

Do you read the SSA?

Also, it says the license is permanently tied to that account when you activate a game.
