No re-roll, as the key might've been used already...
Instead, file a "user report" ticket for "not activating won gift", and also explain that you suspect he might be trying to regift it.

what's interesting is one of your other winners won another more recent giveaway twice. Is your luck negative or something?

if so i suppose you're wrong for re-rolling it, happened something like that with me, but the user didn't even mark recieved. Even so, the moderator recomended me to request a "recieved feedback" since the key was compromised.
He sure is wrong and is an asshole (or not, maybe he's just learning the rules yet) but you should not have re-rolled a key marked as recieved
