So, a winner of one of my GAs has an active GA for the exact same game running with multiple copies.
Would it be compliant to rules to request a new winner for the GA?
I mean: If he really wants it, why doesn't he just activate one of his own copies instead of giving them away?

I've given away a couple bundle games and have spent months trying to win them back. Why? I don't know, really. It's just nice to give :-)

Even if you wanted, you can't request a new winner for that reason. You have to deliver

The only time I won't send the games, is if the person has any bans on Steam. I couldn't care less about not recieved marks, if they hack, they won't be getting a game from me.

You won't be granted a re-roll, since the winner doesn't own the game.
There's no rule against trying to win games you're also giving away.

Your request would be denied (as they don't have the game on their account). It's not against the rules to do that.

The Spriter: Game Effects Pack is a DLC, which will not appear on Steamgifts as owned game, so people can still enter the GAs when they own it. This may be the case this time.

Sometimes people just buy bundles to do giveaway and then try to win the games from the very same bundle itself. Nothing wrong with that and nothing to stop them. Think of it as the joy of giving and also the thrill of winning?
