User not activating game won

so i had recently made a giveaway for a 40 p game

after some time i thought lets check how much he played the game and i was shocked to see he hadn't even activated it

when i added him and inquired about it he claimed to be a girl and how her bf had left her and she was having a shitty day etc etc and getting banned from this site didnt worry her and them removed me after some hours

i made a support ticket but got no response and (s)he wasn't banned
now his steam profile is private and it sucks

tl;dr i dont feel like giving away any game ever again

so?.. he/she will get suspended... just wait support... People is like that.. Thats why a lot uses a high CV for the giveaways.

If you have a problem with a user, create a support ticket. Do not call out to users in the forums.

If you didn't get a reply to your ticket for more than a week, feel free to bump it.
