"Too many activation attempts"

I want to say it's about an hour, but I'm not entirely sure and circumstances may change how long it takes to activate more keys.

we've had a discussion about the matter a while back on forums but not about how long but how many keys - and the answer was random. We cannot tell what it depends on (regions? steam age? level? something else?) but results were varied between 20 and 50 attemps. And it may be the same for waiting time. I do not have current experience (last time I had time-out was way over a year ago), but last time it happened to me it was not 30 mins as others sugested but prolly 1h (I tried 45 mins after and was still unable to activate, 1h20min after was fine)

1hour last time i tried, due to steam community error (server) counting 1 attempt as 10 or so

Just fed one of my bots a dozen keys with invalid/duplicates among them.

After like 30 I had a cooldown for the last 6 hours. xD

It's just steam doing steam things.
