The CS:GO beta giveaways were allowed for a long time, but now you can (pre-)purchase it, does the rule exception still count?

only support can give you a clear answer.
but as long as it's in the rules you should be okay to give it away as long as you state if it's the full game or beta access.

I am still receiving my value. Maybe it's like with the bundles and you don't receive it after a certain date of submitting.
