Answer my question get X-Com Apokalypse

I try to remember the name of a novel i read quite a few years ago and i have lost the copy and i cant even remember the effin title. its driven me mad.
The story is a kind of a thriller in modern times and takes place in a world where EVERY HUMAN ON THE WORLD is geneticaly a werewolf and the ones who dont turn are outcasts (and are considered disabled) who are forced to watch over the werewolfs on every full moon and maintain order but at the same time are not allowed to cause great harm on the citicens.
NOT A FANTASY SETTING NO MAGIC

Yeah, the description he gave is pretty much every werewolf movie/novel in existence, you can't find it that way.
