Did so, but couldn't find a subid that might be similar to the countries listed above ("Dead Island GOTY (NA) (SubID 15204)" also includes the European countries, but the Central Asian ones are missing)

Region locks on this particular game are quite weird. I'm from Germany and I could activate the NA key on my account, while for "Riptide" I probably would have needed an European key (I bought the bundle via TOR with an USA IP back then, because they wouldn't sell any of the Dead Island games to Germans at all). So chances are good that Saudi Arabia -> U.S. would work for this key, no guarantees though.

Actually my licenses page says: "Dead Island GOTY (NA)" ... it does not say anything about ROW. I did a Steam console check and see:

So, as you can see it's this one. Also steamdb, doesn't say anything about an activation lock, just that it's purchase restricted.

HB and their region locks .. a never-ending story.
I'd just ask their support, but it wouldn't be much of a help I guess ..
I asked them about Civilization V a few weeks ago. I said that I was from Europe and that I wanted to know if gifting it to someone in Egypt would work. Their reply:
After taking a look at the region restrictions, it appears that the game cannot be gifted out to the following locations: Myanmar, Bulgaria, Cuba, Islamic Republic of Iran, Democratic People's Republic of Korea, Sudan, Syrian Arab Republic, Russian Federation, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Latvia, Lithuania, and Estonia. Outside of this list you should be able to gift it as you please according to Steam's key redemption policies.
I gave it to him - it didn't work. Told HB about it and they replied:
"We apologize, but it appears that Steam's region restrictions will prevent this key from being used outside the country in which it was purchased. If gifting it out you will need to find someone within your region to do so. We're sorry for the confusion."

Hello.
Someone from Saudi Arabia wanted to gift Dead Island: GOTY to me and upon gifting he got the following pop-up (see image):
"This key is not available in the listed countries. If the person you're gifting this to lives in one of them, Steam might prevent the key from being redeemed. Would you like to continue?
AM, AT, AZ, BE, BG, BY, CH, CZ, DE, DK, EE, ES, FI, FR, GB, GE, GR, GS, HR, HU, IE, IM, IS, IT, JE, KG, KZ, LI, LT, LU, LV, MD, MT, NL, NO, PL, PT, RO, RU, SE, SI, SK, TJ, TM, TR, UA, UZ"
These are mainly European plus some Central Asian countries. I checked on the discussion thread to figure out which region locks exist for Dead Island: GOTY. According to that Dead Island games are region locked to the purchaser's region. However, countries in the Americas aren't listed in that pop-up. Does that mean that the game can be redeemed in the US nevertheless?
