Inform the creator. If he is unwilling or unable to get you an unrestricted copy, wait a week and and then click Not Received.

Wait 7 days until you can mark it as not received, also send in a support ticket explaining the situation.

mark not received in seven days, and then report it. DON'T report it now, because the mods will just delete the giveaway, the guy gets no negative feedback, and no action will be taken, as has happened in the past.

Talk to the gifter explaining the situation. In the best case scenario he'll give you another non-region restricted key. But chances are he'll ignore you or suggest you to do something "illegal" (like regifting it or trading it, which are against Steamgifts' rules).

If he doesn't supply you with a proper key/gift, you'll have to mark it as not received and report him to the SG support.

As far as I know, the only Borderlands 2 version that is locked would be the Russian version, so you'd be correct.

the simple way is to use a vpn you can find one on the g2play.net site and then activate the game :P i have many ru games activated on my account the only game that dont work is black ops 2 you need a permanent connection with the ru vpn to play it

I saw that giveaway and had a feeling it would be a locked copy. Apparently AMD gave region restricted keys to some never settle reloaded cards. It takes solid mojo to win something like that so it sucks that you may not get it. It's on sale on Amazon right now if you want to direct him to there to fix the situation. Otherwise you'll have to cut your losses.

I have got the same problem - in reverse.

I've made a giveaway for Dead Island, with a key bought from Amazon. I've never had problems activating Amazon keys outside the US. However, the winner came back and said they can't activate the key in their country.
