I verified my paypal by buying an online credit voucher, which is essentially a credit card with limitations, and linking that to my account, but if you've not even got a bank account then it might be hard to even get one of those...

You can make up to several thousand dollars in purchases before PayPal requires verification (usually by bank account linking or applying for their credit card), so unless you've spent that much through PayPal, you should have no problems as long as you have a working payment method attached to your account.
