Running it in a browser for over an hour didn't work. Used steam client and got it in like 10 mins. Open any link (like a forum link) with middle click and it will open a new client window, then you can paste the url in the address bar.

This better than that day stupid train stream. Whole event only 1 time, which I never able to watch on that time. So many days they can't even switch to different time for different day and only stream for short time

They should last until the end of the event. However, as you can see if you check the beginning of the thread, they are quite bugged. :/
Try different browsers, clearing cache/cookies, change broadcasts (there are 2-3 streams at the same time), make sure they're unmuted (you can mute the tab instead of the stream if you use Opera/Firefox, not sure about others), refresh, etc.

Although only saw one user saying they got backgrounds somehow (yep, the one from here) but didn't see anyone else mentioning that, so guessing probably the background is from other thing?
Also tested the theory if it's like Festival of Rail dropping extra items for people who missed last year drop, but nope... they didn't get anything from last year but same rewards for people this year.

I think they probably just didn't check their inventory before getting those drops, and thought the background they got elsewhere was part of the drop.
Yeah, I tested it too. Strange. And they didn't reply, so...
Edit: weird, the SCE page shows a background and other stuff, too... But it's stuff I got last year. Weird.

Ahh probably, just read what might happened related with market sale but somehow didn't sell and went back to inventory.
The other items on SCE page are the item drops from 2023.
They merged the content from 2024 into that one.
SteamDB side idk why all contents are getting removed, so you can't see any of those infos on either Wargaming Events thing.

For free? Nope, not anymore. Last year's' event items were tradable/marketable though, so you can most probably buy them for 3 cents on the Steam Market... Or maybe find someone who'd want to gift them to you.

The items will drop after roughly 10-15 minutes. The items are not tradable, not marketable.
