Wait, I don't get it. So it's against the rules to do a Whitelist / Steam Groups giveaway even if there is an option to do so? Not being sarcastic or anything, I just really don't get it

It's not confusing at all, you can make them whenever you want, it's the advertising part of it, people will see them on the main page so there is no need to also post them on the forum.

When posting links or content, that content should not force users, encourage users through reward, or primarily exist as a traffic source for users to perform an action for promotional, commercial, or monetary benefit. Such actions include but are not limited to clicking a referral link, liking a Facebook page, following a Twitter account, joining a Steam group, completing a survey, or making a donation.

I think that's still okay, but best if you close this topic still (press the green button on top of the topic) then people see your giveaway in public and you can go on from there.
