Only in Russia. They've had 2 99% off I think. Largest I've seen here is 92% (Sang Froid might have been 95%, UK only)

Sir, I must protest! Are you accusing me of chicanery? I swear upon all that is holy that I have not modified the Steam sales page with Photoshop in any way! Have you considered the possibility that different regions receive different discounts? Maybe people in my region are just cooler and are more deserving of insane discounts like this.

Furthermore, I do not see a difference between the formatting in first and second discounts. The percentage is slightly off center due to the width of the discount. I've just checked the source with Firebug, and yes, the formatting is consistent.

Well, I've certainly never seen something like this before. I thought it was unique and funny. I bet some people over at Valve just weren't paying attention and just missed it.
