Well, in theory probably you can - all you have to do is to login into steam client on your friends' computer and authorize family sharing. According to the FAQ it is possible to share you game library on up to 10 computers. However I have no any idea how steam will react on your accounts' "teleportation" between countries :D

hi at this stage of development you can use your friends complete library (without some special games) in your account. it doesn't matter where they live or if you use the same machine. But if you want to play at your library, your friend will be getting a message to exit the library within 5 minutes. that means only one persone can use a library at the same time.

the only way to give access is to login to your account at your friends machine ones to permit his pc.

Howdy.
I am eligible to Family Sharing and wanted to know if this feature is only done by people who use the same computer (same IP) on different accounts or can, say, share games with my friend who lives in Finland, whilst I live in America.
